About Carlton
Carlton Phelps is an Ashland resident who has lived in MetroWest since 2017. He was raised in Alexandria, Virginia by his late father, Dr. Carlton I. Phelps and his mother Toni, a public-school teacher for 30 years. His parents instilled in Carlton a sense of fairness and equity and inspired him to continue their lifelong work for Civil Rights.
In 2017 Carlton moved to MetroWest region to work as a Residential Real Estate Analyst in the Credit and Collateral division for the Federal Home Loan Bank of Boston. This work put him at the intersection of finance and public policy, as affordability and cost of living continue to be some of our region’s greatest challenges, Carlton’s 20 years of experience in banking and on these issues are needed in Massachusetts more than ever.
Carlton from 2022-2025 worked in the sales division of Yale Appliance in Framingham and is active in his adopted hometown. He serves as a Trustee of the Ashland Affordable Housing Trust, is a volunteer at the MetroWest YMCA, Clear Path for Veterans New England, and supports the work of Advocates Framingham, which is dedicated to addiction recovery and community justice. He is also a member of the Ashland Democratic Town Committee and was selected as a voting delegate at the most recent 2025 Democratic State Convention.
Carlton earned a Bachelor of Science Degree in Business Management at Marymount University in Northern Virginia and was first team all Capital Athletic Conference on the Marymount basketball team.

Affordability - All throughout the Commonwealth of Massachusetts affordable housing and cost of living is an issue for many residents. I want to apply my experience and expertise to these issues, which means looking at ways to avoid wasteful spending through debt management and cost controls. Supporting audits, transparency, and accountability measures. Oversight of state accounts and payments; flagging inefficiencies and pushing reform.
Education - We hold the key to our future with the value we place on the quality, fairness, and effectiveness of our public education. I will work with local and state representatives regarding improving financial literacy programs.
Transparency – Voters deserve to know how their taxpayer money is being spent and the results of the allocation of funds. I will be a strong voice and advocate for more transparency and accountability in all offices on Beacon Hill.
